Can Spell Warding recover itself as part of resolving its effect?

Yes, it can recover itself. If Spell Warding reduces itself to a number not on the die, per the Light Armor rules, it exhausts itself when that happens. It therefore will be in the cooldown track at the time you recover dice from the rest of the Spell Warding ability, and so it can be the die you recover.

What is the timing of Evocation?

"At any time". This includes outside of your turn. However, you cannot interrupt something else that is currently resolving. (The one exception to this, of course, would be your own engage, as you are generally always allowed to resolve dice in active slots as you are resolving the different dice of your engage)
